Walter D. Young was born June 27, 1933 in Winnipeg, Manitoba.

Young was appointed a Commissioner of the Legal Services Commission by Order-in-council 2649, and his appointment took effect September 1975. In December 1974, the Justice Development Commission's Delivery of Legal Services Project presented its report (the Leask Report) which recommended the creation of a legal service commission.

The Legal Services Commission Act (B.C. Statutes, 1975, c. 36) was proclaimed on 14 August 1975, and the Commission commenced operations on 1 September, with its stated object and purpose "to see that legal services are effectively provided to, and readily obtainable by, the people of British Columbia, with special emphasis on those people to whom those services are not presently available for financial or other reasons." The Commission was established as a Crown Corporation, exempt from the Public Service Act, and its commissioners could hold office for two years. Walter Young tendered his resignation and his appointment as commissioner was rescinded 1 January 1977.

Young died in Victoria on March 11, 1984.

British Columbia. Dept. of the Provincial Secretary

The Dept. of the Provincial Secretary was established in 1872. Prior to that, the origins of this department was in the offices of the Colonial Secretaries for the Colony of Vancouver Island (1863-1866), the Colony of British Columbia (1864-1866) and the united colony of British Columbia (1866-1871). When British Columbia joined confederation in 1871, the name Colonial Secretary remained in place until April 1872 when a Provincial Secretary was named to assume the duties and functions (SBC 1872, c. 15).

The mandate of the Provincial Secretary included all the powers, duties and functions held by provincial secretaries and registrars in other provinces of the Dominion of Canada. They included being the keeper of the Great Seal of the Province, with the authority to issue letters patent and commissions, and being the keeper of all registers and archives of the province and previous governments of the province. As with other departments, it was also the duty of the Provincial Secretary to make an annual report to the Lieutenant-Governor. The first annual report was produced in 1872.

At various times, different agencies have been under the direction of the Provincial Secretary such as treasury and audit branches, Bureau of Mines, gold commissioners, Returned Soldiers’ Commission, Provincial Library and Archives, Provincial Board of Health, Vital Statistics, Provincial Home, and others. In most instances these agencies were later transferred to the control of new ministries established to administer the specific function or functions.

At various times and for varying periods, the Provincial Secretary was responsible for industrial schools, mothers’ pensions, administration of the Infants’ Act, protection of historic sites, and arbitration of labour disputes. In 1947, the Dept. of the Provincial Secretary administered the Civil Service Commission, Government Printing Bureau, Superannuation Commission, mental hospitals, institution farms, homes for the aged, inspector of hospitals, and the Elections Act.

In 1976, with the addition of travel and tourism functions from the Dept. of Recreation and Travel Industry, the Dept. of the Provincial Secretary was renamed the Ministry of the Provincial Secretary and Travel Industry (OIC 3199/76).

Price Ellison was born in England. He left for North America in 1873, finally settling in Vernon, B.C., in 1876. He purchased land upon which he raised cattle and grew wheat. In 1884 he married Sophie Johnson, Vernon's first school teacher. Ellison entered provincial politics in 1898 when he was elected for the riding of Yale East. In 1909 he entered the provincial Cabinet, holding the post of Chief Commissioner of Lands and Works. A year later, he became the Minister of Finance and Agriculture. He was defeated in the 1916 general election.

Emerson, John, 1911-1968

John Emerson (1911-1968) was a prominent Vancouver musician, actor and entertainer who also arranged and conducted musical shows for radio and the stage. He started his musical career in the late 1920s while a student at the University of British Columbia, leading his own band. In the 1930s, he played aboard CNR coastal steamships, in Vancouver nightclubs, and in various radio programs on CJOR and CRCV (the forerunner of the Canadian Broadcasting Corporation's Vancouver station, CBR). As Emerson's career progressed, he expanded from performing into accompanying, arranging, conducting, acting, producing musical theatre, and working with developing actors and singers. He was highly regarded within the Vancouver entertainment community as a raconteur and a (sometimes acerbic) wit. In the 1950s and 1960s (until a debilitating stroke in 1964), he was considered as the complete "entertainer's entertainer".

G.T. Emmons was born in Baltimore, Maryland. He entered the U.S. Navy and became a midshipman. His travels took him to Alaska where he became knowlegeable about local aboriginal customs and artifacts. He assisted with the Alaska display at the 1893 Columbian Exposition, conducted research and published numerous articles on northwest coast anthropology. He died in Victoria.

The Ministry of the Provincial Secretary and Travel Industry was established in 1976 as the successor to the Dept. of the Provincial Secretary and the Dept. of Recreation and Travel Industry (OIC 3199/76). The Ministry of the Provincial Secretary and Travel Industry was statutorily responsible for all the powers, duties and functions held by provincial secretaries and registrars in other provinces of the Dominion of Canada. They included being the keeper of the Great Seal of the Province, with the authority to issues letters patent and commissions, being the keeper of all registers and archives of the province and previous governments of the province, and serving as the Provincial Registrar of British Columbia. The ministry was also responsible for all travel and tourism functions that were previously performed by the Dept. of Recreation and Travel Industry.

In 1978, the ministry was renamed the Ministry of Provincial Secretary and Government Services when its travel and tourism functions were transferred to the new Ministry of Tourism and Small Business Development. All other functions remained with the Ministry of Provincial Secretary and Government Services (OIC 3018/78).
