History

Civil Defence came into being in British Columbia with the passage of the Civil Defence Act in 1951 (SBC 1951, ch. 9). The Act created the Office of the Provincial Civil Defence Coordinator to carry out any activities authorized by the Act. Initially, the prime purpose was preparation for the protection of the population and continuity of Government in the event of a national war emergency. Through the years the emphasis changed and Civil Defence activities were directed toward preparedness to cope and deal with peacetime civil emergencies. The aim of Provincial Civil Defence was to promote, nurture and assist the development of functional and continuous preparedness programs which best suited local needs. These programs included training of provincial and municipal employees and volunteers in the areas of auxiliary fire, auxiliary police, communications, emergency health, emergency welfare, first aid, general orientation, radiological defence, rescue, search and rescue and survival. The Provincial Civil Defence Coordinator from 1964 to 1974 was John Erb. On January 1, 1974, Civil Defence became known as Provincial Emergency Programme.
