Biographical history
The Commission on Claims Arising out of Riots on Vancouver Island was commissioned on August 3, 1916 under the provisions of the Public Inquiries Act. Mr. Justice Francis Brooke Gregory was appointed sole commissioner and directed to inquire into all claims for compensation for injury, both to person and property, arising out of riots which occurred during the coal miners’ strike on Vancouver Island in 1913 and 1914. Gregory was not charged with determining the cause of the riots but to report on the claims for compensation. 380 claims were filed with the commission. Sessions were held at Nanaimo, Ladysmith and Victoria from August 16, 1916 until December 15, 1916. Commissioner Gregory presented his report to the Lieutenant-Governor on December 21, 1916. In it was a schedule of claimants, amounts claimed by them and amounts allowed by the commission. A subsequent bill known as the Riots Claims Settlement Act was introduced to compensate claimants as per the commission’s decisions.

The series consists of records of the 1916 British Columbia Commission to Inquire into the Vancouver Island Riots. Records include an alphabetical index to the claims and a numerical list of claimants (1916); the claims submitted to the commission arranged in numerical order (1916); additional documents and Commissioner Gregory's notes relating to specific claims (1916); transcripts of the commission hearings (1916); reports, statements and translations relating to the claims for damage to Chinese property (1913-1916); documents and proceedings relating to court cases that took place prior to the commission (1913-1916); correspondence (1913-1916); commissioner's report (1916).
