Biographical history
In April 1912, under the authority of the Public Inquiries Act, the government of British Columbia appointed a commission of inquiry to investigate charges of mismanagement against Vancouver General Hospital. The hospital's Board of Governors requested the inquiry in response to a formal affidavit filed with Vancouver City Council, conveying grievances and complaints by patients and constituents about cleanliness, neglect and rumors abuse. A prominent local lawyer, Robert W. Hannington, was appointed commissioner. He sat for 11 days in May and June, hearing 26 complainants and 12 hospital spokespersons. Hannington's report was submitted September 12, 1912.
