Biographical history

The Cultural Services branch was established in 1975 within the Ministry of the Provincial Secretary and Government Services. The first director, Thomas G Fielding, served until 1987 when he was succeeded by Richard Brownsey. At the time of its founding, the Branch was known as the British Columbia Cultural Program.

Within a year of being established, responsibility for the Program was transferred to the Ministry of Recreation and Conservation’s Department of Culture and Heritage. By 1988, the branch became part of the Ministry of Municipal Affairs Recreation and Culture where it stayed until a 1991 transfer to the Ministry of Tourism. The Branch moved again in 1996 to the Ministry of Small Business, Tourism and Culture’s Department of Culture, Recreation, Heritage and Sport.

Duties of the Branch included supporting professional arts development by providing operating and training assistance to professional arts and cultural organizations, and by funding special projects and individual artists. The Branch administered the British Columbia Cultural Fund and served as the secretariat for the British Columbia Arts Board.

Scope and content

The series consists of correspondence referrals created and received by the Cultural Services branch between 2003 and 2006. The correspondence was sent by members of the public to Ministers, Deputy Ministers and Assistant Deputy Ministers regarding a variety of cultural subjects. Many of the letters include requests for grant funding for specific associations and projects. Correspondence in the series includes a tracking slip from the Ministry. This slip indicates to whom the letter was forwarded and what action was ultimately taken.

Records in the series are arranged in chronological order by date received. They are covered by ARCS 280-20 and 280-30.
