Biographical history

The Ministry of Health was established in 1976 as the successor to the Dept. of Health (OIC 3199/76). The ministry was responsible for managing public health in the province. In 1977, the department was organized into three major programs for mental health, public health and special health programs. After 1980, the department had three programs: Preventive Services, Direct Community Care Services, and Hospital Programs. Two years later the names of the programs changed to: Community Care, Long Term Care, and Hospital Programs. In 1984 the department’s two programs were Preventive and Community Care Services and Institutional Services. These changed to Hospital Programs, Continuing Care Services, and Emergency Health Services in 1988. Responsibility for seniors was added to the Ministry of Health in 1989, and in 1996 the ministry was renamed Ministry of Health and Ministry Responsible for Seniors (OIC 203/96).

In 2001, the functions of the ministry were divided between two new ministries: the Ministry of Health Services and the Ministry of Health Planning.

Custodial history

Scope and content

The series consists of records created between 1949 and 1995 by the Facilities Planning and Construction division of the Ministry of Health, and its successor divisions, the Design and Construction division and the Facilities Construction division. The majority of the records date to the 1980s and 1990s. The series consists of meeting minutes, requests for proposal, agendas, contract documents, change orders, financing approvals, and planning reports for the construction and alteration of hospitals and health care facilities across the province in accordance with the Hospital Act (RSBC 1996, c . 200), Hospital District Finance Act (RSBC 1996, c. 203) and the Building Safety Standards Act (RSBC 1996, c. 42).. The records document all aspects of health facility planning, construction, and renovation across the province. Some early files include complete inventories of ward equipment and many files contain long-range plans for health care facility development.

The series is covered by ORCS 50700-20. Files are arranged alphabetically by location within each accrual. Due to the fact that records arrived at the Archives in multiple accruals, files relating to a single facility or project can be found throughout the accession in several different boxes .
Major accrual groupings are :

Immediate source of acquisition

Records transferred from the Ministry of Health in May 2016.

Arrangement

The file codes for files in boxes 176 to 179 relate to British Columbia Buildings Corporation project numbers.

The contents of the Pouce Coupe, Powell River, Prince George and Prince Rupert files in box 254 were largely loose in the box. The archivist was able to refile the majority of the contents in the proper folder, but it was difficult to determine whether some equipment condition sheets came from Powell River or Prince George. These have been placed in a file with the supplied title of Prince George as this seemed most likely.
