Biographical history
George Frederick Lowe (1888-1978) was born in Australia and came to Canada via England in 1907. In partnership with his brother, he engaged in construction. They built houses in Victoria near Clover Point, including Lowe's own house on Bushby Street in 1912. In 1920 he married Elsie Tucker Hodgson (1895-1987); they had one daughter, Margaret Lowe (Peggy). In 1935 Lowe took a job as a construction foreman with the Federal Department of Transport, which involved work in many remote locations on the British Columbia coast. Lowe retired in 1951, and died in Victoria in 1978 at age 90.

Scope and content
The fonds consists of Lowe's photographs of local Coast Guard operations and his amateur film footage depicting construction of radio masts, buildings, and lighthouses, and general scenes on the west coast of B.C. The films also depict commercial and leisure activities in Victoria such as parades and water-sport events.
