Biographical history

By order-in-council dated 21 September 1972, the provincial government commissioned Dr. Richard Foulkes to review health services in the province and to present recommendations which could lead to a rationalization of the health care services of the province. During the course of preparing his report "Health Security for British Colombians", Dr. Foulkes requested approval to proceed on one of his major recommendations, the establishment of Community Human Resources and Health Centres.

In mid 1973, the government announced the formation of the Development Group for Community Human Resources and Health Centres. The Development Group was formed as a team of individual consultants with widely varying backgrounds in health and social services. The function of this team of consultants was to assist interested communities in planning and implementing Community Human Resources and Health Centres. The Development Group undertook a commitment to work with five communities to develop Centres on a demonstration basis. These communities were Granisle, Grand Forks Boundary area, Houston, James Bay Community in Victoria, and Queen Charlotte Islands.

The Health Security Program Project (HSPP) was also requested to assist the Depts. of Health and Human Resources (and later Housing) to determine the extent of the need for long term care, the resources involved, and the organization required to meet the need.

Scope and content

The series consists of Health Security project files created by the Health Security Program Project between 1972 and 1975. It includes working papers prepared for the Project together with special reports and research papers, general subject files from the H.S.P.P. office including briefs presented to the Project, and notes and correspondence of the Director of the Project, Dr. Richard G. Foulkes.

Published material, chiefly government documents, were transferred to the Legislative Library and the library of the Health Education Branch of the Ministry of Health.
