Biographical history

The Ministry of International Trade and Investment was created by legislation on May 16, 1985 (SBC 1985, c. 30). The purpose and function of the ministry was to coordinate all matters of trade policy and international marketing and to encourage investment in the province. The Minister Don Phillips had the authority to direct all such matters and also to enter into arrangements and agreements on behalf of the government.
In June of 1986 the act was amended (SBC 1986, c.15). The name of the ministry was changed to the Ministry of International Trade, Science and Investment. The ministry was given additional responsibilities to encourage the development and use of science and technology and to aid in the development of effective communication systems for the province. These functions had previously been controlled by the Ministry of Universities, Science and Communications Act. The Ministry of International Trade, Science and Investment was disestablished by OIC 1895/86 on November 5, 1986. OIC 1898/86 and OIC 1902/86 transferred all the functions and duties, with the exception of telecommunication functions, to the Ministry of Economic Development. OIC 1906/86 transferred the telecommunication functions and duties to the Ministry of Provincial Secretary and Government Services.

Scope and content

The series consists of a card index to the general office files of Don Phillips, the minister of International Trade and Investment (1985-1986). The series includes cards from predecessor bodies where Don Phillips was minister: Ministry of Industry and Small Business Development (1980-1986), Ministry of Industry, Tourism and Small Business Development (1979-1980), Ministry of Tourism and Small Business Development (1979) and Ministry of Economic Development (1976-1979). The cards are numbered and arranged alphabetically and index both incoming and outgoing correspondence. In addition to the alphabetical cards, there are separate cards for ministries, departments and agencies. The cards captured the following information: date of correspondence, name of correspondent, subject and file number. The cards are filed in two runs, the first covering the period 1975 to 1985 and the second from 1979 to 1986.

Cards were received in complete disarray. Processing archivist attempted to discern and recreate the arrangement. Cards may be missing or in unprocessed accessions.
