Seniors’ issues case files

The series consists of correspondence, reports, surveys, research material, and meeting minutes and agendas documenting ongoing issues and special research projects into issues affecting seniors. The records were created by the Office for Seniors, a division of the Ministry of Health and Ministry Responsible for Seniors between 1986 and 1995. The series also consists of newsletters from various seniors’ centres and associations, and correspondence with the federal departments of Health and Welfare and Veterans’ Affairs. The series contains the records of the Frail Elderly Task Force and a federal project on elder abuse. Much of the correspondence within the series is between members of the general public and the Office for Seniors. Major topics of correspondence include requests for assistance or information. The files address issues that affect all seniors in general, such as housing or health, as well as issues that affect particular population segments, such as Native elders.

Records are arranged alphabetically by subject. Records are covered by Seniors' Issues and Project Files ORCS 44000-20.

Silviculture opening records

Series consists of silviculture opening records created by the South Vancouver Island district and its predecessor the Port Alberni Forest district from 1943-2008. The ministry defines silviculture as “the art and science of controlling the establishment, growth, composition, health, and quality of forests and woodlands to meet the diverse needs and values of landowners and society on a sustainable basis.” These files document the historical silviculture treatment work that has been undertaken on specific areas of land that are referred to as openings.

The files may contain a wide variety of record formats including textual records, photographs and maps. The textual records include computer printouts, photocopies, cards, reports and correspondence. Pre-1980 documents are usually photocopies but there are also many original documents from those years.

Most files are quite small. They usually consist of a map of the area and a computer printout titled the History of Crop Establishment and Tending. These computer printouts are dated from 1986 or 1990. They provide a history of crop establishment and tending and provide information regarding prescriptions, site preparations, reforestation and stand tending.

There are also larger files that contain a variety of other documents. These include prescription documents (which provide the management plan for the area), stand tending cards and reports (that show what forest treatments were taken), traverse sheets (that provide location information), pruning examination cards and printouts, planting reports, final harvesting reports, site preparation reports. Pre-1970 documents usually consist of copies of logging inspection reports.

The files are arranged numerically by a classification number. The first part of that number corresponds with the National Topographic System location codes and the second part of the number consists of a sequential number applied to each file.

Skills development and fair wage investigation case files

The series consists of skills development and fair wage investigation case files created between 1992-2004 by the Ministry of Skills Development and Labour (2001-2005), and its predecessors: Ministry of Labour (1996-2001), the Ministry of Skills Training and Labour (1993-1996), and the Ministry of Labour and Consumer Services (1986-1993) in British Columbia. These records document the investigation of alleged non-compliance with fair wage legislation, which was enacted in 1993 and rescinded in 2001. The Skills Development and Fair Wage Act (RSBC 1996, c. 427) required that all privately contracted work on public construction be done by certified trades’ people who received a minimum standard of pay based on prevailing union rates. This function is no longer performed by the Employment Standards Branch.

The records consist of project report forms and supporting documents, site visit report forms, investigation status report forms, site closure forms, demand for employer’s records, audit records, determinations, compliance orders, violation tickets, appeal records, court documents, and copies of payment. The files are arranged by construction project name. A few of the files are arranged by topic. These records are classified under 72100-60 skill development and fair wage investigation case files of the Employment Standards ORCS (schedule 112971).

The records are arranged by case number. At least some of the records in this series appear to have passed through the custody of the Government Agent at Clinton, although they appear to have been ultimately managed by the Small Debts Court. The records are covered by ORCS 51360-20 under Court Services schedule 100152.

Small Debts Court ledger and ledger of advances

The series consists of one ledger that includes both advance and refund information as well as balances from the Barkerville Small Debts Court. The first ten pages of the ledger appear to have been used by the Government Agent in Barkerville, and provide information on cash advances and refunds from 1941 to 1948. Many of the advances were made to police constables, and included in the ledger are several “Authority for Cash Advance” forms addressed to the Government Agent at Barkerville and signed by Sergeant T. R. Baker, who may have been provincial police sergeant Thomas Raymond Baker.

The second half of the ledger includes a list of receipts and disbursements for the Small Debts Court, presumed to be at Barkerville.

Smithers Land Commissioner records

This series consists of records related to land use, management and alienation in the Coast Range 5, Coast Range 4, Cassiar, and Cariboo Land Districts. The records date from 1877-1979. The records were created by various government officials stationed in the following locations: Cassiar, Hazleton, Omineca, Skeena, and Smithers.

Records include certificates of purchase, agreements of sale, certificates of pre-emption, certificates of improvement, township registers, land registers, lot registers, plan registers, indexes, a register of payments related to Skeena River bank protection in Hazleton, and a register of timber licence applications for the Omineca District dated 1907. There are town lot register and townsite registers for the following towns: Burns Lake, Endako, Engen, Fort Fraser, Fort St. James, Fraser Lake, Hazleton, Houston, Smithers, Telkwa, Topley, and Vanderhoof.

There are two survey systems used in the land registers: the district lot system and the township section system. Township registers are arranged by township, section and quarter section (northwest, southeast, etc.). Country land or lot registers are arranged by lot, group and district. Registers may also be arranged by plan number. The registers record the alienation of land from the Crown by purchase, pre-emption, lease, mineral claims, timber use, etc. Information may include the name of the purchaser, dates and numbers of certificates issued (including Crown Grants), dates and amounts of payments, and reference numbers to correspondence files and field books. Some have related maps and correspondence tucked inside the volumes.

Some of the register volumes are duplicates created as a reference copy for the Hazleton land office. These are indicated in the file list as "duplicate for Hazleton office" when there was such a notation on the inside cover of the volume or "[Hazleton office duplicate?]" when the volume succeeds one with such a notation. The originals and duplicates have the same basic information, but notations added to the volumes at later dates will differ. Entries in the original volumes were added as the land was alienated, so each volume contains various lots or townships of land. The Hazleton duplicates were created with all lots or townships in sequential order, whether or not they were alienated. Thus, a Hazleton volume 1 will contain lots 1 to 605, and volume 2 will continue with lot 606, etc. All registers contain indexes.

The series also includes subject files and correspondence files with settlers discussing the pre-emption, lease and purchase of specific parcels of land, and the CN railway, with the Smithers Government Agent from 1920-1959.
