This series contains the records of the Public Works Engineer, Works Branch. It includes records such as annual reports on roads, streets and bridges, including reports and memoranda of district road and bridge superintendents. It also consists of records of expenditures necessary to build, maintain and repair bridges and returns on highways and bridges in British Columbia that would have been submitted by Government Agents.

The series consists of the Ministry of Human Resources executive director records created between 1971-1980 in British Columbia. The records relate primarily to child welfare and other related responsibilities within the Family and Children’s Services Division of the ministry. Some of the records were created and received by the ministry’s predecessor, the Department of Human Resources. The records document family support services, child welfare services, and the operation of three institutions that care for individuals with disabilities: Woodlands, Tranquille, and Glendale. The ministry’s service delivery model was organized on a regional basis, defined by geographic area. Records document the regional delivery of programs related to adoptions, foster homes, family support homemakers, and rehabilitation services for children. Records from other divisions in the ministry relate to income assistance, health care, rehabilitation and support services, and seniors’ services. Governing legislation includes the Adoption Act (RSBC 1986, c. 5), Protection of Children Act (RSBC 1967. c. 38) and the Social Assistance Act (RSBC 1973, c. 81), among others. Some of the records document the transfer of all property, functions, and employees of the Vancouver Resources Board (VRB) to the provincial government.

The series is arranged alphabetically by topic and some of the series is arranged by the executive director's initials: R.K. Butler; T.D. Bingham; R.J. Burnham; and S.G. Travers. Some of the records also contain an additional file code. The records consist of correspondence, reports, meeting materials, and program and policy documents. These records are covered under the Executive Records Schedule (102906).

New Westminster Land Commissioner record books

This series consists of a variety of bound volumes related to the administration, management and alienation of land in the New Westminster land district from 1858-1980. The records were primarily created by the provincial Government Agent and the Dominion Land Agent stationed in New Westminster. The records have been arranged into the following subseries:

  1. Indexes and maps.

The indexes cover many of the homestead files in GR-4121, by file number and alphabetically by name of the homesteader or licensee. There are two volumes of reference maps for various municipalities, sub-divisions, right-of-ways and townships.

  1. BC government land registers : district lot system

Variations of this system of surveying land were used from 1859 onwards. All of these volumes appear to have been created and maintained by the BC government. The registers list the lots in numerical order and record the alienation of land from the Crown by purchase, pre-emption, lease, mineral claims, timber use, etc. Information may include the name of the purchaser, dates and numbers of certificates issued (including Crown Grants), dates and amounts of payments, and reference numbers to correspondence files and field books. There is an alphabetical name index in most volumes. The registers cover range 1 Coast District, range 4 Coast District, Yale Division Yale District (YDYD) country lands, Texada Island District, Point Grey townsite, Powell River townsite, Hastings townsite, and New Westminster District group 1, group 2 and 3 group 3.

  1. BC government land registers : township system

Variations of this survey system were used from 1873 to approximately 1912. All of these volumes appear to have been created and maintained by the BC government. The land entered in the majority of the volumes was surveyed and made available for settlement in 1873 and 1874. The registers list land in numerical order by Sections within Townships and record the alienation of land from the Crown by purchase, pre-emption, lease, etc. Information may include the name of the purchaser, dates and numbers of certificates issued (including Crown Grants), dates and amounts of payments, and reference numbers to correspondence files and field books. There is an alphabetical name index in most volumes. The registers cover New Westminster District townships 1 to 50 with some townships missing.

  1. Dominion government : general land registers

These volumes were likely created by the Dominion Land Agent. It appears that at least some records were copied from provincial records to determine what land had been alienated before the transfer of the Railway Belt and what Crown land still needed to be managed by the dominion government. The registers, arranged by legal description, indicate the nature of the grant, the number, date of entry, file number, patent approval date, and name of grantee. The registers cover various townships in the New Westminster District and various lots throughout the Hope district, Yale district, Kamloops district, town of Hope, town of Yale, and Boston Bar.

  1. Lease registers

These volumes were created in the New Westminster government agent's office. They record leases for a variety of purposes including: quarry, campsite, booming ground, agriculture, foreshore, forestry, and grazing. Many volumes are indexed and may include file numbers linking to GR-4121.

  1. Pre-emption records

These records were created by the BC government. Pre-emption was a system of obtaining title to unsurveyed land (similar to the Dominion "homesteading" system) which occurred until 1970. Individuals could purchase land which had not been fully surveyed. However, grants to these lands were not issued until the applicant had made specified improvements, passed inspections, satisfied residency requirements, and had the lands fully surveyed. Records include certificates of improvement for the Vancouver Divisions of the New Westminster District and Coast District; certificates of pre-emption for the New Westminster District and Vancouver Division; and registers of pre-emption records.

  1. Land purchase records

These records were created by the BC government. Once land was surveyed, it could be purchased outright instead of being pre-empted. These records include certificates of purchase for the New Westminster District.

  1. Mining records

The majority of these records were created by BC Government Agents, Gold Commissioners or Mining Recorders. Records include mineral claim minute books, records of conveyances, bills of sale, applications for mineral lands and petroleum and natural gas leases, and coal applications. Records are from the New Westminster District, Hope and Yale. Most volumes include an alphabetical index and some may include references to file numbers in GR-4121.

  1. Range and timber records

These records were created by the dominion and BC governments. Records include range leases, grazing leases and information on timber berths.

  1. Water licence applications

These records are water licence applications created by the BC government.

  1. Cancellation records

Cancellation registers created by the BC and Dominion governments. Some volumes include alphabetical indexes and have file numbers related to GR-4121.

  1. Financial records

Various financial records created by the Dominion government and BC Government Agents. Records include Dominion crown timber financial statements; form J (cash books) created by Government Agents documenting their expenses and fee collection, such as the sale of marriage licences; and a land revenue return of payments from the central Victoria land office.

  1. Other land administration records

Includes dominion created applications for patents and homestead inspectors instructions, as well as BC Government Agent books recording lands resumed under Soldier’s Homestead Act, Crown granted mineral claims which have reverted to the Crown for non-payment of taxes, and surveyed lands open for use.

Cranbrook Supreme and County Court civil orders

Series consists of civil orders from both the Supreme and County Courts of Cranbrook for 1955-1999. Civil orders represent the formal expression of the ruling of the court. Records relate to a variety of civil matters including divorces, bankruptcies, foreclosures, and some adoptions.

Records from the Supreme and County levels were interfiled together and are arranged by volume and folio number. Records of varying types have been interfiled, except when probate orders were separated into their own files between 1973-1974.

Creston Supreme Court civil orders and reasons for judgement

Series consists of civil orders and judgements from the Supreme Court of Creston for 1953-2001, including divorces.

Orders and judgements are interfiled. Although most divorces are interfiled, the series also includes one file of divorce orders that were either removed from their original volumes or were maintained separately.

Riverview Hospital historical collection

This series consists of a variety of records created by various provincial mental health institutions from 1872 to 2008. Records relate to the administration and operation of Riverview Hospital and related mental health facilities at the Essondale site in Coquitlam, as well as other facilities across the province. These mental health institutions include: Victoria Asylum, New Westminster Provincial Asylum (later Public Hospital for the Insane or Provincial Hospital for the Insane), Home for the Aged Coquitlam (later Valleyview), Home for the Aged Terrace (later Skeenaview), Home for the Aged Vernon (later Dellview), Crease Clinic, Colony Farm, Colquitz, Woodlands School, Tranquille and other medical facilities.

The names and administrative structure of these institutions changed over time. Mental health functions were originally part of the Provincial Secretary’s mandate; they were transferred to Mental Health Services when it was created in 1950.

These government records were collected by the Riverview Historical Society and include a wide variety of subject matter and media. This includes subjects such as: early development of the Essondale lands and Colony Farm; the construction and expansion of the facility; admissions, transfers, and discharges of patients; administration of patient care; administration of therapy programs; patient and staff recreation; staff and nurse training; operation of the audiovisual department; library services; research into new medical and therapeutic practices; research by staff regarding mental health practices at Riverview and further afield; community involvement; volunteer activity; policy development; the redevelopment of the Riverview lands; general administration; and, administration of other services at the site such as postal, food, laundry, banking, transportation and safety services.

Vernon County Court firm declaration records

The series consists of nine volumes of firm declarations from the Vernon area. Unindexed ledgers are complete from 1898-1964. Indexes of firm names exist for the 1901-1950 time period, and indexes of individual names exist for 1922-1957. The series documents a wide variety of businesses, including general merchants, hotels, and metallurgists and assayers.

Nanaimo Supreme Court Registrar's assize record books

The series consists of two registrar's assize record books. One dates from December 1882 to July 1884, and the second dates from 1887 to possibly 1888. The first volume was kept by the registrar (Marshall Bray) and served as a minute book, bench book and record book. It includes several Petit and Grand Jury lists. The second volume was not kept by Bray, but was presumably kept either by his successor or another courts employee working in a similar capacity.

Both volumes include a great deal of witness statements concerning particular cases. Many of the cases deal with Chinese or Indigenous residents of Nanaimo and the surrounding area. The statements are frequently lengthy and often appear to have been recorded verbatim. There are notes regarding translations.

The collection consists of single items, reports, photocopies, photographs and other small collections donated and loaned to the BC Archives which document all aspects of the political, economic, social and cultural history of the province. There are private records produced by individuals, businesses and organizations and acquired by the Archives over many years from all areas of the Province and varying widely in subject matter. They consist of account books and journals, letters and diaries of gold seekers, pioneers, missionaries, and school teachers, literary manuscripts, photographs, the papers of natural historians and students and the personal and family papers of notable settlers and residents of the province.
There are also some provincial and federal government records which either came to the Archives as single items or files or were removed from other series.

Condolence books for the death of Queen Elizabeth II

The series consists of records created by Cabinet committees, Deputy Ministers' committees and sub-committees between 1969 and 2005. Records include agendas, records of decisions, and meeting minutes as well as related reports, briefing notes, backgrounders, recommendations, communication plans, information packages and correspondence associated with or referenced in meetings. Most files contain records related to a particular meeting, however, there may also be subject files, publications, document requests, correspondence files, committee trips and administrative files from the committees.

Committee files provide evidence of their discussions, decisions and policy creation. Cabinet committee deliberations focus on strategic priorities and substantive issues, the acceptance or rejection of recommendations, and the early notification and review of contentious issues. Cabinet committees provide a forum for thorough analysis of an issue or fulfill mandates enunciated by statute. The Premier establishes committees, and determines their mandate, authority and membership.

Many files relate to Environment and Land Use Committees (ELUC). A large portion of these committee files relate to appeals for the use of land in the Agricultural Land Reserve (ALR). The ELUC is responsible for deciding on appeals from Agricultural Land Commission decisions related to the exclusion or addition of land in the ALR. Land may be requested for exclusion from the ALR so it can be used for commercial, residential or other uses. These files may be the original application and appeal files from the Agricultural Land Commission. There are also subject files and reports on land use projects, such as the creation of parks, hydroelectric projects, mines, as well as files on subjects such as foreign ownership. These files may contain maps and other cartographic material.

The series includes Cabinet (Executive Council) meeting case files. Cabinet is chaired by the Premier and consists of all Cabinet ministers. It is the central decision-making body of government and a collective body for Cabinet ministers to decide significant government issues.

The series includes Deputy Ministers' meeting case files. This council is a strategic planning and problem-solving forum for deputy ministers, with a focus on corporate issues.

The series includes Core Review and Deregulation Task Force meeting files between 2001-2003. This task force was responsible for conducting a general review of government operations and Crown corporations, to help prepare ministry service plans.

One of the key commitments of the BC Liberal government's 2001 election platform was to hold open, televised Cabinet meetings that were broadcast live on the Internet at least once a month. The Premier of the time, Gordon Campbell, stated this was to ensure that major capital spending decisions and land-use decisions involving the Agricultural Land Reserve (ALR), new parks, land claims and tenure reform were decided by Cabinet in public, and not behind closed doors. From 2001 to 2004 the Liberal government held approximately 30 open cabinet meetings.

The series does not include the records of the Cabinet Committee on Legislation or the Deputy Ministers’ Committee on Legislation; these records can be found in series GR-3677.

Coloured file removal slips in the boxes indicate files which were removed for the tobacco litigation case in the late 1990s and early 2000s.

Records in the series are covered by ORCS 10400-20 of schedule 881099 (Office of the Premier and Executive Council) and were scheduled for full retention. Deputy Minister's Council files are covered by ORCS 10500-20. Cabinet meeting case files are covered under ORCS 10200-20.
