Island of enchantment

The item consists of two prints of a travelogue film. "LS pan of Victoria from Mt. Douglas (?). The "Princess Kathleen", CPR ferry, draws into Victoria's Inner Harbour. Crowds leave the ship, crowding down the gangways, Captain looking on from bridge, Empress Hotel in [background]. [Long shot] Empress Hotel, visitors milling about in [foreground]. Shot from verandah of Empress out onto causeway. Parliament Buildings from Empress Hotel. [Long shot] two ships in dry dock in Esquimalt. One of the ships is the "Princess Elaine", the other cannot be identified. Salmon being turned out of the hold of a fishing boat; fishermen, nets, rain gear; salmon being dumped into a scow. [Land Commission report -- #1]

News item. A mock funeral procession is held at the Legislature to mark the "death" of the B.C. Land Commission. Before the "funeral", an unidentified woman says that farm land will now be put into the "political arena", both at the provincial and the regional level. After the "last rites", there is archival footage of another demonstration at the Legislature against Bill 42, and of W.A.C. Bennett speaking to demonstrators from the Legislature steps.

News item. More scenes of the mock funeral for the B.C. Land Commission, as a full eulogy is given by a "Minister of God." There are more picket signs which, in this instance, indicate solid support for the Social Credit government's move.

[Legislature opening]

News item. Premier Bennett with the press. He says: "Running for the Legislature isn't coming down and passing laws to restrict every other group in our society". On restraint: "The MLAs in our party, and we as a government, are prepared to do more than talk about it. -- we are prepared to exhibit leadership . . . in both private and public sectors." NDP MLAs comment: "Promise of vague things to come . . . There is the theme of restraint running through it . . . ." Socreds using the financial situation as "justification" to erode the opposition. Promise of increased assistance for people between ages of 55 and 59 under the Guaranteed Annual Income for Need Act. King on need: "It's the kind of mentality that has politicians playing God in terms of determining whether or not people are in need." Conservative MLA, Scott Wallace, is fairly positive, but says: "It doesn't have any specific advisers". The whole speech, he says, is concerned with the financial difficulties and "the restraint that must be exercised." He doubts the wisdom of "taking the tax off property for people over 65, regardless of their income."

Parliament buildings renovation photographic record

The series consists of photographs taken by the British Columbia Buildings Corporation to document projects 0490 and 0490B (0946). These two projects managed the restoration of the Parliament Buildings in Victoria, BC in 1978-1979. Photographs were taken before, during and after restoration and consist of colour and black and white negatives for project 0490; and colour negatives, colour prints, contact sheets and floor plans for project 0490B. The negatives were filed in a metal cabinet by project and negative number. The contact sheets were filed in a binder which included floor plans of the buildings. Each floor plan was annotated with arrows and notes recording negative numbers and the direction photographs were taken. There are negative lists for both projects, but only those for project 0490B are filled in. The negative lists note where each photograph was taken and can be compared against the contact sheets, the colour prints and the floor plans. Similar lists, contact sheets and floor plans existed for project 0490 but BCBC was unable to locate them at the time of transfer. Colour prints for project 0490 have subsequently been found in GR-3339, Deputy Minister photographs.

Parliament buildings (Victoria) construction records

The series consists of seven bound volumes and 54 fascicles containing bills of quantities and priced bills relating to the building of the new Parliament buildings in Victoria, B.C. in 1893.

The volumes are identified as contract 2 and cover three areas of the Parliament buildings: no. 2 Administrative building, no. 3 Land Registry office and colonnade and no. 4 Printing Office and colonnade. Each of the bills of quantities is divided into trades groups including: excavations, concrete foundations, mason, waller, bricklayer; carpenter and joiner; slater and plasterer; coppersmith; smith and founder; plumber and painter. Many of the volumes have a name on the front and notations, including pricing, throughout.

The series also includes a sketch plan of main stairs of the Parliament Buildings. This plan was removed from the records and reaccessioned as M889055. There is also a file of financial records and tables of measurements used for the construction of the building in 1896.

Item consists of a mount of one group portrait of men and boys posed on the steps of the newly constructed B.C. Parliament Buildings. "Parliament of British Columbia, 1898. Blackie, Victoria West, B.C." is captioned on the card.

On the verso, a paper has been attached to the card by only its top edge. "P.O. Drawer 279. Angus Campbell & Co. Ltd. The Fashion Centre, 1008-1010 Government St., Victoria, B.C." is printed at the top. Below, the following is typed: "Members of Parliament, Officials, and Page Boys. 1st Row, left to right. Martin. Pooley. Turner. Baker. Semlin. Stoddart. Hume. 2nd [crossed out] Smith. Helmcken. McGregor. Rogers. Braden. Eberts. Mara. Walkem. Rithet. Williams. Kelly. 3rd [crossed out] Hunter. C. Pemberton. Fell. Adams. Higgins. Wolfiden. 4th [crossed out] Cotton. Bryden. Mutter. Huff." Next to the crossed out row numbers "Not in this order" is handwritten in pencil. "S. Scoff" is written below, also in pencil. Beneath the attached sheet, another sheet has been fully adhered to the card and lists the names above, handwritten in pencil.

News footage. Miscellaneous footage of Premier W.R. Bennett. On an open-line talk show at the CJVI radio studio, he discusses a study of the proposed fixed link to Vancouver Island. At a press conference, he compares federal subsidies to east and west coast provinces. At the Legislative Buildings, he welcomes Washington Governor Dixy Lee Ray, discusses the sale of gas to the U.S.A., takes part in "The Big Run for Little Brothers", etc.

Princess in wonderland

Documentary. Princess Margaret's 1958 royal visit to mark BC's Centennial. Includes: numerous official welcomes and ceremonies; Royal Review of ships of the RCN, US Navy and Royal Navy; visit to natural gas development at Fort St. John; rodeo at Williams Lake; opening of Okanagan Lake Bridge and Fort Langley restoration; UBC convocation (and bestowal of honorary degree on Princess Margaret); aerial and travelling shots from planes and trains. Premier W.A.C. Bennett and Lieutenant-Governor Frank Ross appear throughout.

Proposed government buildings, Victoria B.C.

Item is an architectural drawing possibly created by Christopher C. McRae for the 1892 British Columbia Parliament buildings design competition. The drawing shows the front elevation of the proposed building. In the upper right hand corner there is a rough pencil sketch showing a top view of three buildings.

The series consists of general correspondence files created by the Dept. of Public Works between 1910 and 1970.
The files are concerned primarily with Provincial Government buildings including the Parliament Buildings, Provincial Archives, Provincial Museum, as well as jails, courthouses, hospitals, office buildings, etc. throughout the province. The series also contains files relating to the control of Japanese nationals during World War II.

Interview. A video oral history interview with Robert M. Strachan, former MLA, provincial leader of the CCF/NDP, and NDP cabinet minister. Includes other associated footage also used in the one-hour program, ROBERT STRACHAN: JOURNEYMAN POLITICIAN (V1981:13/007).

Royal visit

The item is a release print of a documentary film made in 1951. The film shows Princess Elizabeth and the Duke of Edinburgh visiting Vancouver and Vancouver Island during their 1951 Canadian tour. Footage includes: inspection of RCAF honour guard outside CNR station, greeting by Mayor Fred Hume and the Princess's speech at Vancouver City Hall, appearance at Brockton Point Oval, visit to Shaughnessy Hospital and services at Christ Church Cathedral, crowds on West Vancouver waterfront and HMCS Crusader. In Victoria: parade with the Canadian Scottish Regiment and the Royal Canadian Artillery, Premier Byron Johnson greets the Princess at the Legislative Buildings, honour guard inspection and artillery salute, Cowichan and Alberni Indian dance performance at Thunderbird Park. Return to Vancouver harbour; motorcade up Kingsway Avenue, Burnaby Municipal Hall, Royal Train arrives at New Westminster, departure. There are also good (brief) shots of Kitsilano Boy's Band, Junior Forest Wardens, Major J.S. Matthews, Very Rev. Cecil Swanson (dean of Christ Church), and BC Provincial Police on motorcycles with sidecars.
