Scope and content

Consists of correspondence inward to Superintendents John Jessop (1872-1878), C.C. McKenzie (1878-1884), and S.D. Pope (1884-1899). Types of records include petitions for school buildings, applications for teaching posts, minutes of local school boards, school trustees' reports, etc. This series may be used in conjunction with GR-0449 (Superintendent of Education, Indexes to Correspondence Inward, 1881-1915) and GR-0450 (Superintendent of Education, Correspondence Outward, 1872-1919).

Researchers should also be aware of the Correspondence Inward files of the Provincial Secretary, 1871-1892 (GR-0526). Since the Provincial Secretary was responsible for the Education Department, these files contain many records pertaining to teachers, schools, and education matters in general. Access to documents in GR-0526 is through GR-0524 (Provincial Secretary. Registers and indexes of letters inward, 1872-1924). Documents pertaining to education, etc. are indexed under the headings "SCHOOLS", and "EDUCATION, SUPERINTENDENT".

Arrangement

Some of the records were microfilmed between 1958 and 1960 (B02017-B02030). Regrettably, at the time of filming the original order of the documents was disturbed and as a result documents for consecutive years may not appear on consecutive reels. The quality of reproduction on some of the films is also poor; for example, School Trustees' Reports for 1899 [microfilm reel B 2024] are almost illegible. Fortunately, however, some of the documents were selected for retention, and they survived in their original form. These records (correspondence inward for the years 1887 to August 1894) were microfilmed in 2008 (Reels B16904-B16913). As was the practice, incoming correspondence was assigned a disposition number and filed chronologically, by year. The disposition (or document) numbers are shown on the box/file list and on the microfilm reel/file list that follows.

General note

From 1872 until the position was abolished in 1971, the Superintendent of Education was responsible for the administration and overall management of the provincial public school system. The duties included the financial management of the schools, the appointment of teachers, school inspection, and curriculum development. Until 1920 the superintendent was responsible to the Provincial Secretary (who from 1892 to 1920 held the Education portfolio); afterwards the position reported to the Minister of Education. Between 1931 and 1971, the Superintendent also held the joint position of Deputy Minister of Education.
