The Victoria & Island Development Association was incorporated on 20 June 1914. On 2 March 1922, its name was changed to the Victoria & Island Publicity Bureau. The Bureau used a variety of media to promote Vancouver Island tourism, and for some years maintained a library of 35 mm promotional and educational films.
