Bessie Richards interview : [Scott, 1981]

RECORDED: Williams Lake (B.C.), 1981-09 SUMMARY: Mrs. Richards was born in the United States, but married a Canadian, and came to the Cariboo in 1901. Mr. Richards died and left Bessie with three children to raise. She had her own homestead, worked as a cook, and was a midwife, nurse and undertaker to those in Forest Grove for many years.

Between ourselves : B.C. : colour and sound

SUMMARY: "Between Ourselves" was a weekly series of hour-long radio programs that presented Canada to Canadians. It featured aspects of Canadian life in docudramas, plays, music, and interviews, originating fr;om different regions of Canada. The series ran from 1966 to 1979. This episode begins with a discussion of the art scene in B.C. during the 1960s. David Watmough interviews five working artists who di;scuss their background, and the inspiration for and influences on their art. The artists include: Gordon Smith, Takao Tanabe, John Corner, Peter Paul Oakes and Jack Darcus. The program continues with ;interviews with three Austrian women of the B.C. musical world: Miss Rita Guough [sp?], Mrs. Marie Scheilder [sp?], and Dr. Ida Halpern.;

Correspondence and other material

Series consists of records that reflect the public life of Scott Wallace during his tenure as leader of the Progressive Conservative party in British Columbia, 1973-1977. The records deal primarily with the public issues with which Wallace was involved and contain very limited references to party administration and activities.

Diaries

Diaries of Mrs. Julia Bullock-Webster, kept during a two year visit with her sons, Edward Walter and William Howard Bullock-Webster, on their ranch near Keremeos, B.C. The author (an elderly English gentlewoman) was accompanied by her two daughters, Evelyn Eliza and Helen Georgina Bullock-Webster, and a young English "farm pupil," William Dalziel Walker. The diaries contain lively descriptions of pioneer life in the Similkameen district; they also include cookery recipes and ink sketches of the Bullock-Webster ranch.

The series consists of the executive records of the Ministry of Women’s Equality, and the preceding ministry, the Minister of Government Management Services and Minister Responsible for Women’s Programs (as it relates to women’s issues). Executive records are the administrative and operational records of the offices of minister, deputy ministers, and assistant deputy ministers.

In 1991, the Ministry of Women’s Programs and Government Services was disestablished, and two ministries were established: The Ministry of Women’s Equality and the Ministry of Government Services. At this time, the duties, responsibilities, and functions of the Minister of Women’s Programs and Government Services and Minister Responsible for Families with respect to women’s programs, including the Task Force on Family Violence, the Advisory Council on Services for Women, and the employment equity program were transferred to the Ministry of Women’s Equality (OIC 1377).

The records document a broad range of activities and interests of the ministries involved, as they relate to women. Some of the subjects covered here include: child care and the Community Care Facility Act; domestic violence and transitional housing; equal pay and employment equity; and Aboriginal women.

The records are comprised of meeting minutes and agendas, memoranda, briefing notes and estimates, and discussion papers. The records also consist of those relating to committees and task forces on which executive members served or were involved with in some capacity, including the Inter-Ministry Committee on Public Awareness on Violence Against Women, Task Force on Child Care, Advisory Council on Community Based Programs, and the Executive Committee. There is also substantial correspondence from private citizens, organizations, and businesses to members of the executive of the Ministry, as well as the Premier, Members of the Legislative Assembly, and correspondence addressed to other ministries which has been forwarded to the Ministry of Women’s Equality. Additionally, there are day planners of Deputy Ministers, Sheila Wynn and Isabel Kelly, and Penny Priddy’s schedules and itineraries, during the time that she served as Minister of Women’s Equality in 1991-1996.

The file consists of an interim, unrevised report on "The Administration of Mothers' Pensions in British Columbia, 1920-21 to 1930-31. It includes a summary of findings and recommendations with statistical tables appended.

Journal

Series consists of a journal (April 17-July 9, 1879) kept by Alice Tomlinson, wife of Anglican missionary Reverend Robert Tomlinson. It provides a record of the trip by Rev. Tomlinson, his family and a small party made from Kincolith to the Kispiox valley (via the Nass River) to establish a new mission (May 17-July 1, 1879). Entries by Alice Tomlinson, her brother Edward Woods and other unidentified writers.

Living memory : Kispiox Valley

SUMMARY: "Kispiox Valley", #13 in the series, consists of two stories about homesteading in the Kispiox Valley north of Hazelton -- one told by Mrs. H.F. Glassey, who was the first woman pre-emptor in British Columbia, 1910.

Papers relating to Oliver, Gillespie and Graeme families

Records include material pertaining to three prominent Victoria families: the W.E. Olivers, the W.C. Wards, and the E.P. Gillespies The bulk of the textual records were produced by W.E. Oliver and are related to his career at the University of Edinburgh and his real estate investments on Vancouver Island, including the Cowichan Lake Hotel. W.E. Oliver's papers contain material regarding his friend Warburton Pike, author and adventurer. Oliver handled Pike's estate when he died. Also included is the correspondence of Oliver's future son-in-law, Erroll P. Gillespie, a soldier serving in World War I. His letters provide a good picture of a Canadian soldier's life in training camp and on active service in Europe. There are also letters from his brothers, Sholto and Ronald, from the trenches, hospitals and prisoner of war camps of World War I. The collection also includes Nina Woolliams' research notes on the Douglas Lake Ranch, which was owned by W.E. Oliver's father-in-law, W.C. Ward.

William Edgar Oliver immigrated to Canada from Scotland in 1895. He had been at Edinburgh University, 1883-1890, and studied for the Scottish bar. His university papers provide information about his education and numerous extracurricular activities. He wrote stories and articles on politics for a local newspaper while he was in university and was active in many societies. When he arrived in Victoria in 1895 he entered into a law partnership with Gordon Hunter and Lyman Poore Duff. In 1896 he married Mary Eleanor Ward, daughter of the manager of the Bank of British Columbia, William C. Ward. They had one daughter, Beatrice Lydia Catharine Oliver (known as Catherine). She handled Oliver's business affairs after his death. Catherine married Erroll Pilkington Gillespie in 1921.

W.E. Oliver was active in local government. He was the first Reeve of the Municipality of Oak Bay for the years 1906-1908 and made an unsuccessful bid to be mayor of Victoria in 1911. He continued to serve in municipal affairs as Reeve in 1912, 1914 and 1915. Oliver had a wide range of investments, including real estate in the city of Victoria and surrounding municipalities and shares in a variety of companies. He also owned land in the Lake Cowichan area. He was part of the syndicate that developed Golf Links Park subdivision on Newport Avenue in Oak Bay and was involved in developing other subdivisions as well. His real estate and other investments are well documented through indentures, conveyances, financing, mortgages, balance sheets, share certificates, and other relevant papers.

The series consists of correspondence, 1913-1916, that was originally a part of the Provincial Secretary's Central Registry. The records include grant applications from charitable organizations (e.g. Salvation Army Rescue and Maternity Home, Vancouver); petitions from various citizens groups and trades organizations (e.g. re: Pacific Great Eastern railway, prohibition, and Weekly Half Holiday Act); plus files on diverse topics such as the Belgian Relief Fund (which was administered by the Provincial Secretary), the Progress Club of Vancouver, the provincial coat-of-arms, prohibition, half-day closing, the Provincial Archives and W.W. Walkem's "Stories of Early British Columbia".

Records of the Deputy Minister of Women’s Programs and the Executive Director of the Women’s Secretariat

The series consists of memos, correspondence, reports, briefing notes, and conference proceedings created between 1982 and 1989. Although the records were held in the custody of the Assistant Deputy Minister of Women’s Programs, they consist of the records of both the Deputy Minister, Isabel Kelly, and the Assistant Deputy Minister, Christine Bullen. Bullen also served as the Executive Director of the Women’s Secretariat (Ministry of Advanced Education and Job Training).

The series documents the relationship between BC ministers responsible for the status of women and their counterparts in other provinces. The series consists of several conference packages from meetings of federal, provincial, and territorial representatives. The conference packages often provide evidence of British Columbia’s stance on federally-discussed matters.

The records provide evidence of government actions surrounding issues deemed to be priorities, and many records include backgrounders and recommendations. The series also documents milestones and accomplishments of the Women’s Secretariat. The series provides evidence of the range of available programs and funding solutions. Many records provide recommendations for action on certain issues, such as childcare, women in the workforce, and spousal abuse. Correspondence documents the support that the Minister Responsible for Women’s Programs provided to other BC government ministries in the form of lunch-and-learns and workshops for provincially-employed women on topics such as “Improving your writing” and “Street-smarting your kids.”

Container 911767-0037 also includes generic provincial government administrative handbooks, directories and guidelines.

Many of the conference proceedings booklets were originally in binders. These have been placed in acid-free folders. Some reports in container 911767-0042 are in French. The records are covered by the Executive Records schedule (schedule 102906.)

The records relate to physical, emotional, mental, and sexual abuse of women at the hands of partners, family members, and individuals sexually exploiting them. The records were created and received by the Women’s, Senior’s and Community Services division of the Ministry of Community Services between 1996 and 2004. The records were created and used by the Women’s, Seniors’ and Community Services division of the Ministry of Community Services between 2001 and 2003. The series consists of financial planning guides, correspondence and memos, reports, and articles relating to the employment and economic issues faced by British Columbian women. The records were created or received by the Women’s, Seniors’, and Community Services division of the Ministry of Community Services between 1995 and 2004. It is unclear whether a branch of the division, such as the Women’s and Seniors’ Policy branch, created the records or whether they were created elsewhere in the division. As of October 2016, the relevant ORCS listed the Women’s and Senior’s Policy branch as the Office of Primary Responsibility. Subjects of the records include the effect of a mandatory retirement age on older women, the struggle for pay equity and attempts to close the economic gap between men and women, employment opportunities for women, income assistance, and shortages of skilled labour.

It is unclear whether all the records were created by the Women’s and Seniors’ Policy branch of the division, or whether they were created by other offices within the division. The series includes a draft framework for action regarding fetal alcohol spectrum disorder as well as records relating to a variety of reproduction issues.
