Biographical history
The Vancouver Resources Board was established in 1974 in accordance with the Community Resources Boards Act (SBC 1974, c 18). According to this act, the purpose of the Vancouver Regional Board, along with the other regional boards, was (a) to encourage the participation and involvement of the general public in the region in defining its own requirements in respect of social services in the region and in the administration and operation of such community boards as are established within the region; (b) to encourage continued communication between the general public, the minister, and the community boards within the region; (c) to assume such responsibilities and duties for the administration and delivery of social services as the minister may require; (d) to encourage the development and provision of an integrated system for the delivery of social services within the region; (e) to encourage a preventive approach to the maintenance and improvement of social conditions and the state of the social environment, and, by education in these matters, to strengthen individuals, family, and community life; (f) to promote a continuing evaluation of the efficiency and effectiveness of all social services within the region; (g) to enter into agreement with each community board in the region respecting the provision of social services and to apportion funds among such community boards in the most equitable and rational manner possible; (h) to send to the minister, at least once a year, its recommendations respecting the apportionment within the region of the human and financial resources available for social services and the best possible use of these resources; (i) to comply with, and ensure compliance by community boards within the region with, this act and the regulations;, and (j) to enter into agreements with agencies respecting the provision of social services.
The Vancouver Resources Board had a board of directors consisting of eight members: two from the Council of the City of Vancouver, one from the Parks Board of the City of Vancouver, one from the Board of the School Trustees of the City of Vancouver, three appointed from the Lieutenant-Governor in Council and one appointed by the directors of the community board. Prior to the Vancouver Resources Board, several agencies had carried out social services in Vancouver. These included privately run charities such as the Children’s Aid Society and the municipality of Vancouver. The Vancouver Resources Board was dissolved in 1977 in accordance with the Community Resources Boards Amendment Act (SBC 1977, c 68). The government of British Columbia took over all property and functions of the board and the employees of the board became employees of the government of British Columbia.

The series consists of records of the Vancouver Resources Board include some records of the Children's Aid Society of Vancouver, the Vancouver City Welfare and Rehabilitation department and a very small number of files from the Hastings Sunrise Community Resource Board and the Grandview Woodland Community Resource Board.
